Routine Release Guidelines

Administrative Records Classification System (ARCS)

The following is a list of ARCS primaries and secondaries that should be considered for routine release. Some files may be released in whole and others only in part.

CAUTION

Records in these classifications should be released routinely (i.e., without a formal FOI request) provided that:

  • the classification has been assigned correctly (i.e., the records are actually as described in the scope note); and
  • the records custodian/coordinator has scanned for misfiles and misclassifications.

Records classified in a primary/secondary not included in this list should not be released without review (i.e., they are NOT routinely releasable).


GENERAL GUIDELINES

  • Administration of Routine Release: Public bodies will need to assign the authority to approve the release without a request under the Freedom of Information and Protection of Privacy Act (the Act) to the appropriate position within each organizational unit.
  • Policies, Procedures and Manuals: Records in all primary blocks that are classified in the -00 secondary (i.e., Policy and procedures) should be considered for routine release according to Section 70 of the Act. If this secondary is used for filing draft policy and procedures, release routinely only FINAL APPROVED documents.
  • Subject Secondaries: Subject files (-02 to -19) bring together records on one topic. General information on a topic is routinely released (e.g., 600-05 information concerning snow removal which does not refer to specific government buildings is releasable). CAUTION: In practice, subject files sometimes contain personal and other information that may be excepted from release under the Act. Prior to routine release, records custodians must review "subject" files for this type of information.
  • General Files: Records in secondary -01 (General) cannot be routinely released because they contain a wide variety of information some of which may be covered by exceptions in the Act. See†ARCS Introduction and Guidelines 2.2.2(d) General files.
  • Release All versus Release Some: Secondaries are noted as having "Some" or "All" records for routine release. Subject to the cautions above, all records in secondaries marked "All" are routinely releasable. In secondaries marked "Some", only some of the records may be routinely released and notes on how to distinguish routinely releasable records are provided.
  • Copyright: Routine access to information does not negate government’s obligations and responsibilities under the Copyright Act (e.g., the Copyright Act may preclude copying records in files 703-04 [Technical and operating manuals relating to specific equipment and supplies]). In these cases, access to the records may be provided but not copies.
 

Section 1 - Administration covers a wide variety of general administrative matters, including executive and management activities, acts and legislation, committees and commissions, conferences, meetings, annual and general reports, plans and agreements. It also pertains to administrative subjects not included in other sections, such as library services, public information services, risk management, records management, security and postal services.
