Records relating to the development of ministry administrative and operational manuals.  Includes ministry and central agency manuals.  Also includes circular letters, bulletins, directives, regulations, instructions, order in council resumes, etc. not found elsewhere in ARCS.  May also include manuals, bulletins, etc. from external agencies.

NOTE:  Material relating to a specific subject or function may be placed on the appropriate administrative (ARCS) or operational (ORCS) subject file.

For mailing lists, see primary 375.
For orders in council, see primaries 125 (British Columbia) and 135 (ministerial).

NOTE: Circulars, bulletins, etc. not directly relevant to the operational mandate or administrative functions of the receiving office should be treated as transitory records under the government-wide schedule for those records (102901).
